Robbers snatch $50 million of diamonds off plane

Eight armed and masked men made a hole in a security fence at the international airport in Brussels, Belgium, drove onto the tarmac and snatched millions of dollars' worth of diamonds from the hold of a Swiss-bound plane without firing a shot, authorities said Tuesday.

The gang used two vehicles in their daring raid Monday, dragged the cache of stones and sped off into the darkness, said Anja Bijnens, spokeswoman for the Brussels prosecutor's office.

Police found a burnt-out vehicle close to the airport later Monday night and said they were still looking for clues.

The heist was estimated at some $50 million in diamonds, said Caroline De Wolf of the Antwerp World Diamond Centre.

"What we are talking about is obviously a gigantic sum," De Wolf told VRT network.

An airport spokesman said the robbers made a hole in the perimeter fence and drove up to the Swiss passenger plane, which was ready to leave.

The robbers got out of the car, flashed their weapons and took the loot from the hold, said airport spokesman Jan Van Der Crujsse. Without firing a shot they drove off through the same hole in the fence, completing the spectacular theft within minutes, he said.

Van Der Crujsse could not explain how the area could be so vulnerable to theft. "We abide by the most stringent rules," he said.

The Swiss flight, bound for Zurich and operated by Helvetic Airways, was canceled. Swiss, an affiliate of Germany's Deutsche Lufthansa AG, declined to comment on the heist, citing the ongoing judicial investigation.

The insurance for air transport ? handled sometimes by airlines themselves or external insurance companies ? is usually relatively cheap because it's considered to be the safest way of transporting small high value items, logistics experts say.

Unlike a car or a truck, an airplane cannot be attacked by robbers once it's on its way, and it is considered to be very safe before the departure and after the plane's arrival because the aircraft is always within the confines of an airport ? which are normally highly secured.

Philip Baum, an aviation security consultant in Britain, said the robbery was worrying ? not because the fence was breached, but because the response did not appear to have been immediate. That, he said, raised questions as to whether alarms were ringing in the right places.

"It does seem very worrying that someone can actually have the time to drive two vehicles onto the airport, effect the robbery, and drive out without being intercepted," Baum said.

That amount of time would also allow someone to board the plane, he said.

A decade ago the Belgian city of Antwerp, the world capital of diamond-cutting, was the scene of what was probably one of the biggest diamond heists in history, when robbers took precious stones, jewels, gold and securities from the high-security vaults at Antwerp's Diamond Center, yielding loot that police in 2003 estimated to be worth about $100 million.

Antwerp's Diamond Center stands in the heart of the high-surveillance diamond district where police and dozens of cameras work around the clock, and security has been beefed up further since the spectacular 2003 robbery.

    On Monday, May 10, more than 40 tornadoes touched down across Kansas and Oklahoma.? Five people were killed and dozens injured as hailstones nearing baseball size fell from the sky.? Thousands are left without power across Kansas and Oklahoma.? Damage so far appears to be minimal, considering the power of the storms.? Large storm systems that unleash what are called ?tornado families? can cause catastrophic damage, and it takes a lot more than a little instant cash to clear up.

    A large storm front moved into Oklahoma and Kansas over the weekend, and in the Great Plains area, there is always the risk of a tornado with any large storm front.? (As the Rocky Mountains block weather from the Pacific, it creates a low pressure area east of the mountains. Low pressure plus big storms equals bad news.)? More than 40 tornadoes touched down in Oklahoma and Kansas, part of which was hail with stones almost 4 inches in diameter.

    Oklahoma bore the brunt

    All five fatalities and the bulk of the damage seem to have been confined to Oklahoma.? Two fatalities occurred in Oklahoma City and the other three in Norman.? Norman is in Cleveland County, directly south of Oklahoma County, where Oklahoma City is located.? According to the New York Times, a tornado warning and storm advisory were issued in Oklahoma, Kansas, Missouri and Arkansas.

    There were a few in Kansas, Toto

    Several tornadoes did touch down in Kansas, but the damage was less extensive.? A tornado touched down in Belmont, Kansas, according to ABC News, and caused some wind damage to homes and several overturned trucks on the Interstate.

    Goes with the territory

    Each region comes with unique weather patterns, affected by the regional geography.? The Great Plains area is commonly also referred to as Tornado Alley, because the region?s unique susceptibility to form tornado producing storms.? Tornado storms can cause far more damage more to the Southwest, as the Mississippi and Alabama tornadoes did several weeks ago. The National Oceanic and Atmospheric Association also maintains a website that watches for incoming weather patterns and storm warnings. A severe thunderstorm warning is still in effect for Oklahoma, Kansas, Arkansas and Missouri.

    Common IV fluid associated with reduced likelihood of full recovery in patients with cardiac arrest

    Feb. 19, 2013 ? Although an intravenous fluid that paramedics in Japan often give to patients in cardiac arrest before they reach hospital may help restore circulation, it may also be linked to reduced survival with minimal neurological or physical damage one month later, according to a study from Japan published in this week's PLOS Medicine.

    In Japan, intravenous fluid loading with lactated Ringer's solution (a mixture of salts and sodium lactate) is included in resuscitation guidelines for patients who have a cardiac arrest out of hospital. In order to investigate outcomes associated with this practice, Japanese researchers, led by Akihito Hagihara from the Kyushu University Graduate School of Medicine, analysed national information from 2005 to 2009 on more than a half million patients experiencing a cardiac arrest out-of-hospital and then examined their subsequent health outcomes one month later.

    The authors found that when other factors such as age, sex, and time taken for help to arrive were taken into account, the pre-hospital use of lactated Ringer's solution was linked to a slightly increased chance (1.2) of return of spontaneous circulation before arrival at hospital but with a decreased chance (0.7) of survival with minimal neurological or physical impairment one month later. However, among all patients, the pre-hospital use of lactated Ringer's solution had no effect on overall survival at one month.

    Although these findings may have important clinical implications, the authors make clear that these results will need to be confirmed in other studies before changing clinical guidelines. Their study did not have information on the treatment that patients received once they reached hospital, which may have influenced the results.

    The authors say: "We found that prehospital IV loading with lactated Ringer's solution was independently associated with a decreased likelihood of 1-month survival with minimal neurological or physical impairment."

    They continue: "Prehospital IV loading with lactated Ringer's solution was associated with an increased likelihood of return of spontaneous circulation before hospital arrival, while 1-month survival varied depending on the analysis."

    The authors add: "Our findings should be verified by studies that include data on in-hospital resuscitation."

    They conclude: "Future studies will need to determine whether administration of fluids other than lactated Ringer's solution is associated with beneficial outcomes."

    (AP) ? Letters from John Lennon's killer detailing his obsession with the novel "The Catcher in the Rye" to the police officer who arrested him went on sale Monday through a Los Angeles auction house.

    The four missives from Mark David Chapman to Stephen Spiro are for sale through Moments In Time, which specializes in historical documents and rare autographs, at a fixed price of $75,000, auction house owner Gary Zimet said. Zimet is selling the letters on behalf of Spiro, who arrested Chapman on Dec. 8, 1980, shortly after he shot Lennon outside The Dakota, the ex-Beatle's Manhattan apartment building.

    The letters are typed and signed by Chapman. They were written over several months in 1983, after he had pleaded guilty and been sentenced to 20 years to life in prison.

    In the first letter, from Jan. 15, 1983, Chapman says his reason for writing, besides wanting to be Spiro's friend, is to ask for help in locating his copy of "The Catcher in The Rye," which he was reading at the time of his arrest.

    "Have you read 'The Catcher in the Rye' yet?" Chapman asks. "I would like you to read it and tell me what you think of it. As you remember, in the copy that was taken from me I had written 'This is my statement.'"

    Spiro said he received the first letter at the Manhattan precinct where he worked and wrote Chapman back because he was hoping to get evidence on a possible hit list of other victims and people acting with Chapman.

    "I was trying to get information from him to admit why he did it and what his motives were," said Spiro, who had the other letters sent to a post office box.

    In one letter, Chapman said he'd let Spiro decide whether Lennon was a "phony" or not, a reference to troubled "Catcher in the Rye" narrator Holden Caulfield, who refers to people as "phonies" in the book, written by J.D. Salinger. Spiro said he re-read the novel on Chapman's request.

    "I wanted to try to relate to him in the letters," he said.

    The letters stopped abruptly, and Spiro said he believes someone told Chapman not to write to the police department anymore. An injury ended Spiro's job as a New York police officer in 1983, but he said he kept the letters in a file for more than 30 years. He decided to sell them in part to pay off hefty medical bills from cancer and other illnesses and because he thought they should be in the public domain.

    "I wanted to publicize them to the world because they're part of history," he said.

    Spiro, 66, had no contact with Chapman after the last letter.

    Chapman, 57, was denied parole in August for the seventh time. During the hearing, he again expressed remorse for Lennon's killing and spoke of his Christian faith.

    Lennon's widow, singer and artist Yoko Ono, still lives in the Dakota apartment she shared with Lennon, who was 40 when he died. She was celebrating her 80th birthday with a concert in Berlin and couldn't be reached for comment Monday.

    The University of Mobile version came about after senior Tyler Crane, a business major from Gainesville, Fla., and his friends watched Harlem Shake videos on YouTube, according to Kathy Dean, UM's director of media relations.

    On Feb. 15, Crane and his friends texted, Tweeted, and created a Facebook event on the University of Mobile Campus Life Facebook page telling interested students to be at the Ram on campus at 3 p.m. on Feb. 16, Dean said.

    At the start of the video, Crane is shown bring in the music. Sophomore communication major and Rams soccer goalkeeper Elijah Gibson of Birmingham is shown sitting on Mac the Ram.

    It took about 30 minutes to shoot the video, Crane told Dean, with two takes of the introduction, and one of the group. The video was shot and edited by Trey Taulbee, digital media specialist at University of Mobile Enrollment Services/Marketing offices, Dean said.

    "It was perfect," Crane said. "It's super spontaneous and we didn't plan too much of it."

    DUBAI (Reuters) - Iran will never shut down its Fordow uranium enrichment plant, a senior legislator was quoted as saying on Sunday, brushing off a demand from world powers who fear Tehran is working to develop an atomic weapons capability.

    The Islamic republic, which insists its nuclear program is purely peaceful, started building the plant inside a mountain in secret as early as 2006, to protect it from air strikes.

    Last week, Reuters reported world powers were planning to offer to ease sanctions barring trade in gold and other precious metals with Iran in return for steps to shut down Fordow.

    Alaeddin Boroujerdi, head of parliament's national security and foreign policy committee, referred to the reported offer on Sunday and dismissed any idea of a closure, the Iranian Students' News Agency reported.

    "Fordow will never be shut down because ... our national duty is to be able to defend our nuclear and vital centers against an enemy threat," Boroujerdi was quoted as saying by the agency.

    "This suggestion (shutting down Fordow) is meant to help the Zionist regime (Israel)," he added.

    Israel has threatened to attack Iran if diplomacy and sanctions fail to curb its nuclear program, raising fears of a regional war.

    The United States and its allies are particularly worried about Fordow because Iran is refining uranium there to a fissile concentration of 20 percent, which Iran says it needs for a medical reactor. Twenty percent purity is only a short technical step from weapons-grade uranium.

    Western officials said last week the offer to ease sanctions barring gold and other precious metals trade with Iran would be presented at February 26 talks between Iran and world powers in Almaty, Kazakhstan.

    They acknowledged it represented a relatively modest update to proposals that the six major powers put forward last year.

    Iran's parliament has little control over the Islamic Republic's foreign policy, which is decided by Supreme Leader Ayatollah Ali Khamenei.

    (AP) ? The Vatican raised the possibility Saturday that the conclave to elect the next pope might start sooner than March 15, the earliest date possible under current rules that require a 15 to 20 day waiting period after the papacy becomes vacant.

    Vatican spokesman the Rev. Federico Lombardi said that Vatican rules on papal succession are open to interpretation and that "this is a question that people are discussing."

    Any change to the law itself would have to be approved by the pope before he resigns.

    But if Vatican officials determine that the matter is just a question of interpreting the existing law, "it is possible that church authorities can prepare a proposal to be taken up by the cardinals on the first day after the papal vacancy" to move up the start of the conclave, Lombardi said.

    The 15 to 20 day waiting period is in place to allow time for all cardinals who don't live in Rome to arrive, under the usual circumstance of a pope dying. But in this case the cardinals already know that this pontificate will end Feb. 28, with the resignation of Pope Benedict XVI, and therefore can get to Rome in plenty of time to take part in the conclave, Lombardi said.

    The date of the conclave's start is important because Holy Week begins March 24, with Palm Sunday Mass followed by Easter Sunday on March 31. In order to have a new pope in place in time for the most solemn liturgical period on the church calendar, he would need to be installed by Sunday, March 17, because of the strong tradition to hold installation Mass on a Sunday. Given the tight time frame, speculation has mounted that some arrangement would be made to start the conclave earlier than a strict reading of the law would allow.

    Questions about the start of the conclave have swirled since Benedict stunned the world on Feb. 11, by announcing that he would retire, the first pontiff in 600 years to abdicate rather than stay in office until death. His decision has created a host of questions about how the Vatican will proceed, given that its plans for the so-called "sede vacante" ? or vacant seat ? period between papacies are based on the process starting with a papal death.

    "In this moment we are not prepared," said Cardinal Franc Rode, the former head of the Vatican's office for religious orders who will vote in the conclave. "We have not been able to make predictions, strategies, plans, candidates. It is too early, but we will get there. In two or three weeks things will be put in place."

    Meanwhile, a German journalist who has published several long interviews with Benedict over the years suggested that the pope strongly foreshadowed his retirement during an August conversation.

    Peter Seewald said in an article for the German weekly Focus published Saturday that the pontiff had told him that his strength was diminishing and "not much more" could be expected from him as pope.

    "I am an old man and my strength is running out," Seewald quoted the pope as saying. "And I think what I have done is enough."

    Asked by Seewald whether he was considering resignation, Benedict responded: "That depends to what extent my physical strength will compel me to." The summer interview, as well as another in December, were for a new Benedict biography.

    Seewald's 2010 book-length interview with Benedict, "Light of the World," laid the groundwork for a possible resignation.

    In it, he quoted Benedict as saying: "If a pope clearly realizes that he is no longer physically, psychologically and spiritually capable of handling the duties of his office, then he has a right, and under some circumstances, also an obligation to resign."

    He stressed then, however, that resignation was not an option to escape a particular burden, such as the scandal over sexual abuse by clerics which had erupted earlier in 2010.

    In Saturday's article, Seewald recalled asking the pope in August how badly the 2012 scandal over leaks of papal documents, in which the pope's ex-butler was convicted of aggravated theft, had affected him.

    Benedict said the affair had not thrown him off his stride or made him tired of office. "It is simply incomprehensible to me," he said.

    The journalist said that when he last saw Benedict about 10 weeks ago, his hearing had deteriorated and he appeared to have lost vision in his left eye, adding that the pope had lost weight and appeared tired.

    Benedict, however, appeared in good form on Saturday for some of his final audiences. He met with the Guatemalan president, a group of visiting Italian bishops, and had his farewell audience with Italian Premier Mario Monti.

    "He was in good condition," Guatemalan President Otto Perez Molina told reporters afterward. "He didn't seem tired, rather smiling, lively ? and happy and very clear in his decision to resign."

    Cardinal Angelo Scola, the archbishop of Milan and a leading contender to succeed Benedict, said several of the visiting bishops noted at the end of their audience that they were the last group of bishops to be received by the pope. "'This responsibility means you have to become a light for all,'" he quoted Benedict as saying.

    Lombardi also gave more details about Benedict's final public audiences and plans for retirement, saying already 35,000 people had requested tickets for his final general audience to be held in St. Peter's Square on Feb. 27.

    He said Benedict would spend about two months in the papal summer retreat at Castel Gandolfo south of Rome immediately after his abdication, to allow enough time for renovations to be completed on his retirement home ? a converted monastery inside the Vatican walls.

    That means Benedict would be expected to return to the Vatican, no longer as pope, around the end of April or beginning of May, Lombardi said.

    He was asked if and when the pope would meet with his successor and whether he would participate in his installation Mass. Like many open questions about the end of Benedict's papacy, Lombardi said, both issues simply haven't been resolved.

    No more ?stupid giveaways? says Flames coach ahead of tilt with Dallas

    As the Calgary Flames packed up for the charter flight to Dallas Saturday morning, Bob Hartley pleaded with his players to leave their charitable ways to worthy causes off the ice.

    As for on the ice? Well that?s another matter entirely for a gaffe-prone Calgary Flames team that might as well start collecting tax receipts from the opposition.

    Perhaps the locals should ask Stephen Harper about just that the next time the hockey-mad Prime Minister takes in a game in his hometown.

    ?We?re not Amnesty International,? Hartley was saying after practice. ?We?re way too generous. We need to play to win some games.?

    The Flames lost yet another game Friday night, this one a 5-2 decision to the St. Louis Blue. The locals surrendered four goals in a first period of which the game tape could serve as an instructional video of ?what not to do? defensively.

    ?The uptempo game, we have it,? Hartley said. ?For me, it?s the bad giveaways. You can almost get close to stupid giveaways, and that?s what kills us.

    ?It seems we have to develop and understand the urgency of playing well in our own zone.?

    In Hartley?s mind, defensive responsibility is all about playing smart. And smart is not an adjective anyone would use to describe the Flames in action against St. Louis.

    ?You should have no fear when you play the game,? Hartley said. ?You should be confident, and whatever happens, happens.?

    In terms of whatever happens, happens, the Flames made a couple of curious moves Saturday morning. First off, they slapped centre Blair Jones on waivers (no goals, one assist in 11 games) and slotted snake-bitten Blake Comeau (no goals, one assist in 11 games) on a line with Curtis Glencross and Jarome Iginla.

    A natural left wing, Comeau is expected to move the middle.

    ?I?m excited for the challenge,? he said. ?I don?t think I?m that bad of a player where I think it?s outrageous that I?m playing centre with Jarome and Glennie. I didn?t think of it as a joke at all.?

    ?I?m not just happy about being on the line. I want to make an impact, and I want to stay there.

    Likely to be claimed by another team, Jones, 26, declined interview requests until 10 a.m. Sunday when word will come of his fate.

    In other news, Hartley named recent waiver pickup Joey MacDonald his starting goaltender for Sunday?s game in Dallas.

    MacDonald saw his first action as a Flame Friday in relief of Leland Irving, who surrendered two goals on the first shots.

    ?I felt he came in in a tough situation, just like Leland did,? Hartley said. ?They both got beat by Grade A shots. There?s no way we?re faulting either of those guys. I thought they battled. They did their job.

    ?And we just didn?t protect them.?

    C-Notes: Forward Sven Baertschi (hip flexor) skated on his own Saturday morning for the second day in a row. The rookie is expected to possibly join the team on this to-game road trip for practice purposes, but not to play.

    LA Lakers owner in hospital for cancer: report

    AFP - Los Angeles Lakers owner Jerry Buss, who has been in failing health for the past year, has been hospitalized in intensive care for cancer, the Los Angeles Times reported.

    The 79-year-old was taken to hospital in July for "dehydration" and underwent surgery a month later for an undisclosed illness.

    The Lakers did not immediately respond to requests for comment. It was not clear what form of cancer Buss is fighting.

    Buss purchased the Lakers in 1979 and has been in charge of the franchise for 10 of their 16 National Basketball Association championships.

    Buss used to be a regular fixture Lakers games but has not been seen at any contests this season.

    He has handed over control of the franchise to his son, Jim, who looks after the basketball side of the club, while his daughter Jeanie oversees the business end.

    The Lakers have the highest payroll in the NBA at $100 million.

    London Fashion Week: high street brands take to the catwalk

    London Fashion Week kicks off on Friday but in amongst the stalwarts of British design are two new but well known faces.

    This season, high street brands River Island and Whistles are taking to the catwalk.

    River Island will show a collaboration with Rihanna while Kate Middleton favourite Whistles hosts a salon show.

    And, on February 27, Swedish retailer H&M makes its Paris fashion week debut with a show at the Musee Rodin.

    Jane Shepherdson is CEO of Whistles and former Topshop brand director.

    ?We?ve spent the last couple of years refining the collection till we were happy that it completely reflected our original vision,? she says.

    ?The 25 looks we show are almost the very essence of Whistles, the most gorgeous 10 per cent of the pieces that will go in store in Autumn.?

    For River Island, showing on-schedule at LFW gives its starry collaboration with Rihanna the perfect platform.

    ?In an industry full of celebrity collaborations we wanted to show the strength and fashion ability of the collection and demonstrate Rihanna?s design talent,? says Josie Roscop, RI director of Marketing and Press.

    The decision to show is wholly practical. ?We?re now embarking on an international expansion program and need to show Whistles to international press and buyers. London Fashion Week provides the perfect platform from which to do that.

    Of course, River Island, Whistles and H&M aren?t the first high street brands to use the catwalk.

    In the UK, the highest profile High Street showing has always been Topshop Unique, which has shown since 2001.

    For many commentators, the catwalk appearance of brands on the catwalk is a sign of the influence of the high street.

    ?It also shows how seriously the rest of the industry take collaborations such as this one,? says Roscop.

    Inevitably, showing in this way has an impact on the design process: ?Putting on a show each season makes us more creative,? says Shepherdson.

    ?It makes us think more about the absolute key pieces that the collection should contain at an earlier stage, which means that we then have more time to perfect them for the consumer.?

    All the brands hope this is going to be a regular event.

    ?For Whistles to maintain a high profile both in this country and abroad, we must show every season,? says Shepherdson.

    ?The collaboration with Rihanna is the perfect moment to join the rest of brands who show at LFW,? agrees Roscop.

    What can punters look forward to? ?Check out the shoes and bags!? says Shepherdson. ?These are pretty new for us.?

    ?I can?t give anything away on the collection so you?ll have to wait till the show to find out!? says Roscop.

    The Whistles show takes place on February 17th at 10.30am; Rihanna for River Island takes place on February 16th at 9pm.

    Hidden system makes it easier for elderly people to live at home

    Most senior citizens would prefer to live in their own homes for as long as possible. But memory loss and restricted mobility can lead to problems. Items like glasses or the phonebook disappear into thin air, or seniors can find themselves on the wrong side of a locked door after a trip to the shops. Many seniors end up unwilling to set foot outside the door, wary of their ability to get around or simply worried about the weather.

    To alleviate these problems, researchers from Technische Universitt Mnchen (TUM) and partners from the business world have designed a wall panel to assist the elderly in their own homes. A tablet computer is mounted in the wall and this provides a one-stop-shop for all the information they need. The weather forecast, bus timetables, family phone numbers and more can be accessed with a few simple taps on the screen.

    The prototype was designed for an entrance hall area and looks like a wardrobe. But this is no ordinary wardrobe. Thanks to its smart technology, it can issue a warning if the apartment's occupant has not taken the front door key from the keyholder when they open the front door. The wall can keep track of other items that are often mislaid, too. It controls an "indoor positioning system" that can locate a pair of glasses, for example.

    If the occupant is not feeling well, biosensors can measure key vital signs like blood pressure and blood sugar level. The system can then issue recommendations ? from a spot of exercise to a dose of medication. If the smart wall detects a critical health problem, it will contact a physician or a mobile nursing service. These healthcare professionals could also connect to the terminal to regularly check the elderly person's health status. The terminal could also be linked to shopping or transport service providers.

    The wall unit would also handle building automation functions. An integrated air conditioning unit would keep fresh air circulating if the occupant forgets to air the apartment.

    The researchers' long-term aim is to design similar wall panels for every room. In the kitchen, the smart wall could monitor the stovetop or make meal preparation easier with height-adjustable cupboards. A small assistant in the form of a mobile robot could move between the hallway and the other rooms. It would be able to carry a shopping basket and bring it to the kitchen on command, for example.

    The scientists have been careful to promote independence: "We want people to retain as much of their independence as possible," affirms Prof. Thomas Bock of the TUM Chair of Building Construction and Robotics. "The assistance should only kick in when people are no longer capable of doing something themselves." For that reason, the walls will have a modular design, with new functions added as and when required.

    The assembly includes more than just high-tech features. The researchers remembered to add the usual hall fittings. Along with standard coat hooks, there is also a practical shoehorn at floor level.

    LISA project:

    The "Living independently in Sdtirol / Alto Adige (LISA)" project is being headed up by Human Ambient Technologies Lab. The TUM research institutes involved are the Chair of Building Construction and Robotics, the Chair of Philosophy and Science Theory and the recently created Munich Center for Technology in Society. On the business side, the following companies are taking part in the LISA project: MM Design, Frener & Reifer, Kompetenzzentrum Alpines Bauen (KAB), Pfeiffer Architekten, TIS Innovation Park and Barth Innenausbau. The project is being supported by the Italian province of South Tyrol. The prototype has already undergone extensive testing and the business partners are keen to launch a finished product in the near future.

    Arab man arrested in Mali after giving interview

    TIMBUKTU, MALI (AP) ? Acquaintances of one of the last Arab men still living in Timbuktu said that Ali Ould Mohamed Kalbali was arrested by soldiers and taken away, just hours after he gave an interview to a political scientist.

    Pierre Piccinin da Prata, a political scientist, says he interviewed Kalbali at around 8:30 a.m. on Thursday, before leaving the city for his return voyage to Bamako. Only two hours later, he received a call from his guide back in Timbuktu, saying soldiers had taken Kalbali away.

    Witness Mahamane Abdoulahi confirmed that he saw the 70-year-old man being taken away by soldiers who bound his hands.

    Arctic Ocean is on thin ice

    Feb. 13, 2013 ? The September 2012 record low in Arctic sea-ice extent was big news, but a missing piece of the puzzle was lurking below the ocean's surface. What volume of ice floats on Arctic waters? And how does that compare to previous summers? These are difficult but important questions, because how much ice actually remains suggests how vulnerable the ice pack will be to more warming.

    New satellite observations confirm a University of Washington analysis that for the past three years has produced widely quoted estimates of Arctic sea-ice volume. Findings based on observations from a European Space Agency satellite, published online in Geophysical Research Letters, show that the Arctic has lost more than a third of summer sea-ice volume since a decade ago, when a U.S. satellite collected similar data.

    Combining the UW model and the new satellite observations suggests the summer minimum in Arctic sea ice is one-fifth of what it was in 1980, when the model begins.

    "Other people had argued that 75 to 80 percent ice volume loss was too aggressive," said co-author Axel Schweiger, a polar scientist in the UW Applied Physics Laboratory. "What this new paper shows is that our ice loss estimates may have been too conservative, and that the recent decline is possibly more rapid."

    The system developed at the UW provides a 34-year monthly picture of what's happening to the total volume of Arctic sea ice. The Pan-Arctic Ice Ocean Modeling and Assimilation System, or PIOMAS, combines weather records, sea-surface temperature and satellite pictures of ice coverage to compute ice volume. It then verifies the results with actual thickness measurements from individual moorings or submarines that cruise below the ice.

    "Because the ice is so variable, you don't get a full picture of it from any of those observations," Schweiger said. "So this model is the only way to reconstruct a time series that spans multiple decades."

    The UW system also checks its results against five years of precise ice thickness measurements collected by a specialized satellite launched by NASA in 2003. The Ice, Cloud, and Land Elevation Satellite, or ICESat, measured ice thickness across the Arctic to within 37 centimeters (15 inches) until spring of 2008.

    The U.K.'s CryoSat-2 satellite resumed complete ice thickness measurements in 2010; this is the first scientific paper to share its findings about the recent years of record-low sea ice.

    Between 2008 and now, the widely cited UW figures have generated some controversy because of the substantial ice loss they showed.

    "The reanalysis relies on a model, so some people have, justifiably, questioned it," Schweiger said. "These data essentially confirm that in the last few years, for which we haven't really had data, the observations are very close to what we see in the model. So that increases our confidence for the overall time series from 1979 to the present."

    Arctic sea ice is shrinking and thinning at the same time, Schweiger explained, so it's normal for the summer ice volume to drop faster than the area covered, which today is about half of what it was in 1980.

    Schweiger cautioned that past trends may not necessarily continue at the same rate, and predicting when the Arctic might be largely ice-free in summer is a different question. But creating a reliable record of the past helps to understand changes in the Arctic and ultimately helps to better predict the future.

    "One question we now need to ask, and can ask, is what are the processes that are driving these changes in the ice? To what degree is it ocean processes, to what degree is this in the atmosphere?" Schweiger said. "I don't think we have a good handle on that yet."

    The UW system was created by co-author Jinlun Zhang, an oceanographer at the Applied Physics Laboratory. The UW portion of the research was funded by NASA and the Office of Naval Research.

    Drugmakers eye Africa's middle classes as next growth market

    PARIS (Reuters) - For pharmaceutical companies, Africa is changing.

    Not only is the continent's economic growth grabbing attention in boardrooms but the shifting nature of its disease burden is luring Big Pharma, as new opportunities open up for treating chronic diseases afflicting the middle classes, rather than just fire-fighting infection.

    European companies, in particular, hope to reap rewards by investing early in a region where many of them already have historic commercial ties.

    Violence in Mali and Algeria have put Africa in the headlines in recent weeks but Sanofi of France - the international drug company with the biggest sales in Africa - is still pushing ahead with a third factory in Algeria.

    "Africa is becoming an extremely interesting market and we'll continue to expand our commercial presence there," Chief Executive Chris Viehbacher told Reuters.

    According to IMS data, by 2016 pharmaceutical spending in Africa is expected to reach $30 billion, driven by a 10.6 percent annual growth rate that is second only to Asia and in line with Latin America.

    By 2020 the market will have more than doubled from current levels to $45 billion.

    Although it is likely to remain a niche market, the promise of Africa is that it will continue to grow in the next decade as Asia and Latin America start to reach maturity.

    It is that potential for the continent to act as a hedge against slowing long-term growth in established emerging markets that appeals to Novartis Chief Executive Joe Jimenez.

    "We're thinking hard about what happens when those emerging markets start to slow because they are not going to continue growing at the rate that they're growing forever - and a place where we're putting a lot of our attention is Africa," he said.

    The growth will be fuelled by increasing economic wealth and demand for treatments for chronic diseases in a more urban, middle-class population.

    Non-communicable diseases - like heart disease, lung disorders, diabetes and cancer - are expected to account for 46 percent of all deaths in sub-Saharan Africa by 2030, up from 28 percent in 2008, according to the World Bank.

    It is a major shift for the pharmaceutical industry, whose main role has been supplying drugs for infectious diseases such as malaria and HIV in Africa, often on a humanitarian basis.

    It also signals a turnaround from the public relations disaster that followed a 1998 lawsuit by 39 multinational drugmakers against Nelson Mandela's South Africa over the supply of generic versions of patented HIV treatments.

    MISSING LINKS

    Still, Western multinationals face plenty of hurdles in the form of bureaucracy, corruption as well as a lack of regulation and infrastructure as they try to tap this promising market.

    "Drug manufacturing does not happen in a void. And the expertise needed, such as training, the links between universities and industry, regulatory framework, is often missing in Africa," said Christoph Spennemann, a legal expert at the United Nations Conference on Trade and Development.

    Western companies also have to deal with cut-price competition from drugs imported from India and China, the volume of which has more than doubled in recent years.

    Indian drugmakers have made particular inroads in Anglophone Africa, while Chinese firms have benefited from healthcare projects funded by China across the continent.

    British drugmaker GlaxoSmithKline, whose African presence dates back to 1971, is addressing the issue by emphasizing volume over profits. It aims to lift drug volumes in Africa fivefold in five years by accepting lower prices.

    "It's still very challenging and there are still all sorts of issues, but gradually ... Africa is coming," said GSK CEO Andrew Witty.

    GSK is also betting on growing over-the-counter (OTC) sales and plans to raise its holding in its Nigerian consumer products unit, which sells painkiller Panadol and Sensodyne toothpaste, to 80 percent in $98 million deal.

    The broad approach towards prescription and OTC drugs reflects the uneven structure of the African market.

    On one hand there is the emergence in large cities of a well-off middle class that can increasingly afford to pay for western medicines, including modern drugs that may cost tens of thousands of dollars. Two-thirds of the pharmaceutical market opportunity in Angola, for example, is in the capital Luanda.

    But affluent, urban Africans are still outnumbered by those living in poor rural areas with very limited healthcare service.

    Lagos and Cairo are two of the biggest high-growth cities for African drug sales. Another is Algiers, currently a priority for Sanofi, which has been in Africa since 1953.

    The French company already runs two factories in Algeria and is investing 70 million euros ($93 million) to build a new plant in the outskirts of the capital.

    CEO Viehbacher said he is forging ahead with the investment despite the recent hostage crisis in Algeria because the two existing plants simply cannot cope with local demand. ($1 = 0.7474 euros)
