Newly described mechanism could lead to stronger LEDs for more widespread use

Troy, N.Y. Rensselaer Polytechnic Institute researchers have identified the mechanism behind a plague of LED light bulbs: a flaw called "efficiency droop" that causes LEDs to lose up to 20 percent of their efficiency as they are subjected to greater electrical currents. Efficiency droop, first reported in 1999, has been a key obstacle in the development of LED lighting for situations, like household lighting, that call for economical sources of versatile and bright light.

In a paper recently published in Applied Physics Letters, the researchers identify a phenomena known as "electron leakage" as the culprit. The research offers the first comprehensive model for the mechanism behind efficiency droop, and may lead to new technologies to solve the problem, said E. Fred Schubert, the Wellfleet Senior Constellation Professor of Future Chips at Rensselaer, founding director of the university's National Science Foundation-funded Smart Lighting Engineering Research Center, and senior author on the study.

"In the past, researchers and LED manufacturers have made progress in reducing efficiency droop, but some of the progress was made without understanding what causes the droop," said Schubert. "I think now we have a better understanding of what causes the droop and this opens up specific strategies to address it."

Light-emitting diodes take advantage of the fact that high-energy electrons emit photons, i.e. particles of light, as they move from a higher to a lower energy level. The light-emitting diode is constructed of three sections: an "n-type" section of crystal that is loaded with negatively charged electrons; a p-type section of crystal that contains many positively charged "holes;" and a section in between the two called the "quantum well" or "active region."

David Meyaard, first author on the study and a doctoral student in electrical engineering, explains that electrons are injected into the active region from the n-type material as holes are injected into the active region from the p-type material. The electrons and holes move in opposite directions and, if they meet in the active region, they recombine, at which point the electron moves to a lower state of energy and emits a photon of light. Unfortunately, researchers have noticed that as more current is applied, LEDs lose efficiency, producing proportionally less light as the current is increased.

Meyaard said the team's research shows that, under the "high current regime," an electric field develops within the p-type region of the diode, allowing electrons to escape the active region where they would otherwise recombine with holes and emit photons of light. This phenomenon, known as "electron leakage," was first proposed more than five years ago, but Meyaard said the team's research is the first incontrovertible evidence that it is the cause behind efficiency droop. Meyaard said the team identified the electric field as it began to build up, and showed that, after a sufficiently strong field is built up, the electrons escape out of the active region.

"We measure excellent correlation between the onset of field-buildup and the onset of droop," said Meyaard. "This is clear evidence that the mechanism is electron leakage, and we can describe it quantitatively. For example, in one key result reported in the paper, we show the onset of high injection and the onset of droop and you can see that they are very nicely correlated. And that was just not possible in the past because there was really no theoretical model that described how electron leakage really works."

Schubert said their work shows that because electrons have a greater "mobility" than holes, the diode is made from disparate types of carriers.

"If the holes and the electrons had similar properties, there is a symmetry; both would meet in the middle, where the quantum well is, and there they recombine," said Schubert. "What we have instead is a material system where the electrons are much more mobile than the holes. And because they are very mobile, they diffuse more easily, they also react more easily to an electric field. Because of that asymmetry, or disparity, we have a propensity of the electrons to 'shoot over' and to be extracted from the quantum well. And so they don't meet the hole in the active region and so they don't emit light."

Meyaard and Schubert said the team has now turned their attention to developing a new structure for LEDs, based on the model, which they look forward to introducing.

Israel cabinet approves Palestinian prisoner release

JERUSALEM: The government Sunday approved the contentious release of long-serving Palestinian and Israeli Arab prisoners, reportedly including some with Israeli blood on their hands, to coincide with renewed peace talks, public radio said.

It said the 22-member cabinet approved Prime Minister Benjamin Netanyahu's proposal to free prisoners by a vote of 13 in favour, seven against and two abstentions.

In an open letter published on his official Facebook site Saturday, Netanyahu said he had agreed "to free 104 Palestinians in stages, after the start of negotiations and according to progress" and that he would seek cabinet endorsement.

His office said in a statement on Sunday that the cabinet also approved peace talks with the Palestinians brokered by the United States but without elaborating where or when.

The statement, however, did not announce that a prisoner release had been approved, only mentioning the formation of a committee on the issue.

"The government approved the opening of negotiations between Israel and the Palestinians... and mandated a ministerial committee for the release of prisoners during the course of the talks," it said.

A Palestinian official told AFP on Saturday that peace talks, stalled since September 2010, would open in Washington on Tuesday.

The chief Palestinian negotiator lauded the Israeli vote on prisoners.

"We welcome the Israeli government's decision to release the prisoners," Saeb Erakat told AFP. "We consider this an important step and hope to be able to seize the opportunity provided by the American administration's efforts."

The start of Sunday's cabinet meeting was delayed for over an hour, as Israeli media said Netanyahu sought to win over opponents within his own rightwing Likud party.

While the names of the prisoners have yet to be officially published, or even revealed to ministers, they reportedly include militants convicted of killing Israeli women and children or of killing Palestinians suspected of collaborating with Israel.

"This moment is not easy is for me, not easy for the ministers, and especially not easy for the bereaved families," Netanyahu's office quoted him as telling ministers at the start of the meeting.

The planned releases have stirred protests from Israeli victims' families, settlers and Netanyahu's hardline coalition partners.

"Releasing terrorists for peace is like trying to put out a fire with gasoline. It is dangerous, immoral and irresponsible," settler leader Dani Dayan said in a statement.

Likud deputy defence minister Danny Danon urged the party's ministers to vote "no".

"I say that this is a diplomatic mistake, a moral mistake,' he told public radio.

French Foreign Minister Fabius hailed the planned resumption of talks.

"I welcome this potentially major step forward which comes after a three-year hiatus and I wish that these negotiations manage to result in an agreement," Fabius said on Sunday.

Ahead of the talks, the Israeli cabinet has also approved an "urgent and important" bill which would require a referendum for a peace treaty in some circumstances.

A cabinet briefing paper said the government would ask parliament to fast-track its passage into law.

If adopted, the bill would oblige a referendum in cases where territory over which Israel claims sovereignty is ceded in a peace agreement or by a cabinet decision.

While a plebiscite would not be a requirement in the case of Israeli withdrawal from the rest of the West Bank, it would apply to changes in any part of mainly-Arab east Jerusalem, which Israel occupied in the 1967 Six-Day War and annexed in a move never recognised by the international community.

The Palestinians claim east Jerusalem for the capital of their own promised state. Israel rules out ceding sovereignty over any part of what it calls its "eternal and indivisible capital".

Qadura Fares, head of the Palestinian Prisoners' Club which tracks the treatment of Palestinians in Israeli jails, warned on Sunday there would be no peace talks unless all 104 prisoners returned to their homes.

"If they don't free all of them, there will be no negotiations," he told public radio.

Russians smell something fishy in Putin's latest stunt

MOSCOW (Reuters) - There was a time when Vladimir Putin's macho antics inspired pride among Russians, but many are finding it hard to believe the president's latest stunt - catching a huge pike in Siberia.

Video footage released by the Kremlin last week showed Putin dressed in camouflage fatigues and sunglasses, fishing, driving a motorboat and petting reindeer in a remote region of Siberia with his prime minister and defense minister.

But the images of the 60-year-old president hauling in a pike which the Kremlin said weighed 21 kg (46 pounds) proved too much for some Russians to swallow.

Within hours, online satirists were questioning whether the incident was staged and whether the pike was really as big as the Kremlin said.

"Wonder who planted that fish for Putin to catch," said a caption placed under two online pictures, one of Putin holding the fish and the other showing Prime Minister Dmitry Medvedev emerging from a river in a wetsuit with a satisfied look.

Experienced anglers posted photographs of large pike they had caught, questioning the size and weight of the ex-KGB officer's catch.

One photo caption called it "Churov's Pike" - a reference to election commission chief Vladimir Churov who is accused by the opposition of conjuring victory for Putin's party in elections which they say were marred by fraud. He denies doing so.

Putin has often burnished his image since first coming to power in 2000 with outdoor exploits such as riding a horse with a bare torso and shooting a tiger with a tranquilizer.

But the Kremlin admitted under pressure that a stunt in 2011, in which Putin found ancient artifacts at the bottom of the Black Sea, was staged. When he flew with migrating storks last year, he was widely mocked online.

This time, the Kremlin stood firm.

"I personally saw the scales and was present in the weighing. It was seriously more than 20 kg (44 lb)," Putin's press secretary, Dmitry Peskov, told Interfax news agency.

Putin remains Russia's most popular politician, with a recent opinion poll showing his trust level at 45 percent, but his authority was dented by mass protests in Moscow and other big cities that began in late 2011 and carried on into 2012.

FBI arrests 150 in child prostitution ring

WASHINGTON (Reuters) - The FBI arrested 150 people across the United States for holding children against their will for prostitution, a three-day weekend sweep that officials on Monday called the largest-ever operation of its kind.

The suspects were arrested in 76 U.S. cities and are expected to face state and federal charges related to sex crimes and human trafficking, FBI and U.S. Justice Department officials said at a news conference.

FBI agents and local police recovered 105 children during the operation at truck stops, motels, casinos and other places where they were held against their will for prostitution, officials said.

Children who are most vulnerable to being exploited for sex crimes are between 13 and 16 years old without strong ties to family members, officials said.

"We are trying to take this crime out of the shadows and put a spotlight on it," said FBI Assistant Director Ronald Hosko.

The best thing about the Nexus 7 Razor is its screen. The 7.02-inch 1920-pixel-by-1200-pixel HD display (323 ppi) looks great, provided you're viewing content prepared with a high-resolution screen in mind. It's ideal for gaming and video, thanks to its 16:9 aspect ratio, which is similar to the iPhone 5's. The iPad Mini has a 4:3 aspect ratio, which isn't optimal for HD video but works well for reading ebooks. The crispness of text on the Nexus 7 offers some compensation for its narrower pages.

2. Price
The Nexus 7 starts at $229 for the 16-GB model. The 16-GB iPad Mini starts at $329, 43% more than the Nexus. Add 16 GB of additional memory to the Nexus and the cost rises to $269. Add 16 GB of additional memory to the iPad Mini and the cost rises to $429. If money is no object, buy both and donate your least favorite to a worthy cause. If money matters, the Nexus 7 is the clear winner.

3. Graphics/Processor
The quad-core Qualcomm Snapdragon S4 Pro, which runs at 1.5 GHz, should outperform the older dual-core Apple A5 (1 GHz) in the iPad Mini, particularly with applications that take advantage of Open GL ES 3.0, a new addition to Android 4.3. Even so, outside of graphically demanding apps, processor power isn't everything.

4. Wireless Charging
Charging by cable is not a problem, but it can be a hassle. The Nexus 7 supports wireless charging, so you can put it down on an inductive charging pad and have it charge without attaching any cables. Wireless charging requires extra investment -- inductive charging pads range from $30 to $80 or so online. But you might find it worth the effort.

5. Android
Android 4.3 is the best version of Android yet. For iOS zealots, Android is not an option, particularly with iOS 7 promised in a few months. Personally, Android has grown on me, to the point that I'm content in either operating system. I still find many iOS apps more responsive than their Android versions and prefer the simpler iOS UI conventions, but the relative openness and customizability of Android appeals to me.

6. Google Play
Google Play offers a better purchase experience than Apple's iTunes Store, mainly because it works on the Web rather than in a separate application. Apple has really missed the boat by failing to allow customers to purchase iTunes content directly from the Web.

Beyond these features, the Nexus 7 and the iPad Mini are more or less evenly matched. Both have 1.2-MP front-facing cameras and 5-MP rear-facing cameras. Both support Bluetooth 4.0. Both support dual-band Wi-Fi (2.4G/5G) 802.11 a/b/g/n. Both claim about 10 hours of battery life. Both come with more or less the same sensors. Their respective weights differ by only a few grams. Really, it's hard to go wrong with either device.

If you're committed exclusively to Apple products, well, there's not much that can be said to convince you to venture outside Apple's walled garden. But if you're open to a great Android tablet at great price, take a look at Google's new Nexus 7.

One customer visit per month is not too much to ask, and over the course of a year, this would allow a CEO to gain a broad understanding of what is happening.? Also, by visiting a customer a month, several new significant opportunities will emerge. ?That?s good business all the way around!

Is a CEO going on calls a threat to the sales force?? No, because the CEO is merely doing what they should be doing.? I see it more as a gain, because the CEO is opening doors and helping improve the overall business.

No, the?picture above has not been Photoshopped. Amid the breathless?commentaries of potential constitutional revisions (unlikely) and the future of Abenomics (unclear), an unjustly overlooked aspect of Japan?s Upper House election is the return to the parliament of Antonio Inoki aka Inoki Kanji aka Muhammad Hussain. The former professional wrestler who once fought Muhammad Ali to a draw in an exhibition match originally entered the Japanese parliament in the late 1980s as the standard bearer of the Sports for Peace Party.

In the run-up to the First Gulf War, Diet member Inoki visited Bagdad to meet Saddam Hussein and negotiate the release of 39 Japanese hostages who were being held as human shields. (Saddam reportedly presented him with two golden swords.) He converted to Islam (he says that he also practices Buddhism) and took the name Muhammad Hussain.

In 1995, he organized the ?Wrestling Festival for Peace? in Pyongyang where he wrestled ?The Nature Boy? Ric Flair in the ?Collision in Korea.? More than 100,000 spectators must have really enjoyed watching weird Americans and Japanese beat each other silly. I can only wonder what OFAC made of Flair?s involvement. Inoki was subsequently feted by the Kim regime and when spotted in the audience at the celebration of the 65th anniversary of the Korean Workers Party, the Asahi Shimbun reported that it was his 21st visit to the DPRK. According to the Wall Street Journal, Inoki has proven to be a reasonably reliable source of information about internal developments in North Korea.

Now he has been re-elected to the Diet (this time on the slate of Osaka Mayor Toru Hashimoto?s Japan Restoration Party) he says he?s ready to go back to North Korea, ?focusing on diplomatic issues.? Maybe he can team up with Dennis Rodman.? The Worm twice climbed into the ring with Hulk Hogan to take on Lex Luther and the Giant. I?m sure he can wrestle a septuagenarian and free some hostages at the same time.? Collision in Korea 2?

Take the $59.99 official price (before tax) for first-party Xbox One titles in the States, run it through your favorite currency convertor and you get something like £39. Add in Royal Baby taxes (aka VAT), incomplete globalization and whatever else, and it seems the final amount for UK buyers comes to £49.99 -- a price tag that has appeared on games like Dead Rising 3 and Forza Motorsport 5 over at Microsoft's UK web store. It's not a surprising figure, and not too dissimilar to current Xbox 360 RRPs either, but it still seems high in a world that has seen Steam's sales model bring prices down for PC gamers. Anyway, maybe it's better not to get into all that again.

Marc Kovac - Medicaid, oil and gas tax notably absent from budget

COLUMBUS -- There's plenty of stuff packed into the $62 billion biennial state budget that will affect you.

There's plenty of other stuff that was in the legislation at one time but removed before Gov. John Kasich's penned it.

Like that short-lived abstinence amendment, which would have blocked school lessons that encouraged "students to experiment with sexual activity."

It was all the rage for a few days in April after it was added to the budget by House Republicans and then quickly abandoned.

And remember Kasich's sales tax plan? He wanted to lower the sales tax rate but broaden it to cover a larger range of products and services.

Again, the proposal prompted an outcry from opponents and was summarily removed from the bill, though GOP lawmakers did include a different sales tax plan in the final version.

There are many other provisions you probably heard about at some point during the months-long budget debate that were included and then excluded along the way.

Some won't be spoken of again this session; others will remain part of the Statehouse discourse heading into next year's election campaign.

One of the latter is Medicaid. You can't go through a week on Capitol Square without some group having a press conference or a rally or comparable gathering to chastise the Republican lawmakers who blocked an expansion of health care benefits for the needy.

Kasich wants the expansion and has made it clear he'll continue to advocate for it.

"We believe we still have ample time to get this done," he told reporters late last month. "... I feel very strongly about this, but the legislature has a right to act on this. ... I respect their reasons why they have decided to do this separately. And I'm very hopeful that before the end of this year that we will see movement on this and that we can have something significant accomplished."

Something else you'll continue to hear about in coming months (possibly years) is an increase in tax rates on oil and gas produce via horizontal hydraulic fracturing, or fracking.

The governor offered a severance tax increase last year as part of his mid-biennium review, saying out-of-state companies reaping the rewards of eastern Ohio's energy resources should be forced to pay a little more in severance taxes.

Proponents have said repeatedly that Ohio's rates are lower than other states with expanding fracking activities, and increasing Ohio's rates won't drive companies away.

But Republican lawmakers have balked at the hike, voicing concerns about how it would affect an industry that offers much promise to areas of the state that have not experienced economic prosperity for decades.

Despite the legislative opposition, Kasich said he's going to keep pushing for an oil and gas tax increase, regardless of how long it takes -- even it means waiting until new GOP leaders are in charge of the chambers.

"I think we wait for [House Speaker Bill] Batchelder to retire," Kasich joked late last month. "I think there's been some real progress made on the severance tax. ... I'm not giving up on that. I know the business community feels strongly about it."

New Penn State alumni trustees announce support for Paterno-led suit against NCAA sanctions

In news that should surprise no one, the three newly-seated alumni trustees at Penn State have released a statement formally voicing support for the Paterno family's lawsuit seeking to overturn the NCAA's sanctions against Penn State football.

?The trustees - Ted Brown, Barbara Doran and William Oldsey - said they believe the sanctions were wrongly imposed, and "we support a legal review of... the basis for the sanctions and the process used to enact them."

Five incumbent trustees joined the Paterno-led suit as co-plaintiffs when it was filed last month in Centre County Court. Brown, Doran and Oldsey were elected but had not taken their seats on the board at that point.

At a board meeting earlier this month in Fayette County, all trustees were treated to an update on the football program by Head Coach Bill O'Brien that, according to reports, touched in part on an administration argument that independent lawsuits against the NCAA won't help Penn State get early relief from the penalties imposed last summer.

But in their statement released today, the new trustees - all of whom ran for election on a platform centered on the belief that the board majority has allowed Penn State to take too much of the blame for Jerry Sandusky's sex crimes - said the fight is a necessary step to the university's recovery.

They also called for an "open and thorough" review of the university-commissioned Freeh Report at the board level.

"There are those who suggest that we should move on and accept the NCAA sanctions as imposed, and we respect their views and commitment to Penn State," today's statement concluded.

"But to do that would not be in the long-term interest of this great university and the broader Penn State community. We firmly believe that truth and justice should never fear an open hearing and review - whether in the courts or before the board of trustees."

Youth sports coach accused of molesting children for decades

Sevedo Lujan, 52, is accused of having sex with a minor.

SANTA FE -- A former foster parent and youth sports coach is behind bars on child rape charges, and Santa Fe police believe he has been molesting children for more than 30 years.

According to Celina Westervelt of the Santa Fe Police Department, 52-year-old Sevedo Lujan confessed to having sex with two female victims, who were juveniles at the time of the crime, and molesting another juvenile female as well.

Westervelt said there is indication that Lujan molested other children. Lujan was once a foster parent and a coach of youth football in Pecos and basketball in Santa Fe.

Detectives believe the offender may have been victimizing individuals since 1979. Investigations show his target demographic seems to be children ages 6-13. His most recent victim alleges the rape happened about a year ago.

Santa Fe police are asking individuals who may have been abused by Lujan to come forward.

Lujan is being held in the Santa Fe County Jail on a warrant for two counts of criminal sexual penetration and one count of Criminal Sexual Contact. His bond is set at $100,000 cash only.
